Karin thinks mini carrots are grown as regular size carrots and cut into tiny ones.
I think they're grown small at the greenhouse mini carrot farm.

If you can pull carrots out of the ground before they get big, you'll be in for a treat. Mass produced "mini" carrots are indeed just whittled big carrots, but when they are harvested early they have an amazing sweetness.
